The new chip from the Intel is not a first 28-Core chip. Intel already used 28-Cores in its Xenon processors but Xenon processors are multi-socket and highly expensive. The new chip will be single-socket and focuses on the premium consumer market. We do not know about the pricing of this chip but it will have premium pricing and other parts of this processor will also not be cheap.
