A Hawaii resident must have filed his or her 2021 individual income tax return by December 31 to be eligible for this payment refund. 

Apart from that, you also have to have been a resident of Hawaii for at least nine months.

This payment will not be available for people who have claimed or are eligible to be claimed as a dependent by another taxpayer for federal or Hawaii individual income tax purposes, have been convicted of a felony, or have been committed to prison for the full 2021 tax year.
