What does Safety Signal do on the Pixel Watch?
Safety Signal gives an LTE Pixel Watch a cellular connection supplied by Google instead of by a carrier, but only for safety features. According to Google's help page, it covers calls to emergency contacts, Safety Check, Emergency Sharing, Emergency SOS and Fall Detection. It needs an active Google Health Premium subscription, and it only works on a watch that has no carrier LTE line set up.
That made it a way to keep a fall alert or SOS call working on a run without your phone, with no monthly watch line from Verizon, T-Mobile or AT&T. There is one US catch: Google says new Pixel Watch 2 and Pixel Watch 3 units bought from AT&T or Verizon are not eligible for Safety Signal.

Emergency SOS, Fall Detection and Safety Check are not going away. Which Pixel Watch models are affected?
Google's announcement names only two models: the Google Pixel Watch 2 (LTE) and the Google Pixel Watch 3 (LTE). Those are also the only watches Google's help page lists as supporting Safety Signal, so Wi-Fi-only models never had it. Google gave no reason beyond saying it is evolving its "connectivity and safety capabilities," and it has not said whether anything will replace the feature on newer watches.
