Play Store reviews for Civilization VI call out the verification step: you cannot start a game on a plane even after you paid. Unciv does not do that. That is the gap other lists skip.

It had to be strategy, not a timer village. Clash of Clans, Lords Mobile, and Rise of Kingdoms failed the turn-or-RTS test. We mention them so you do not install the wrong thing.

One tribe, a square grid, matches that end. Four tribes are free. The rest cost a dollar or two. Pass-and-play sits on the same phone. Online matchmaking is optional. The listing itself says it works offline, which is why it belongs on a plane next to Unciv.

4. XCOM 2 Collection — best pay-once squad tactics

6. Civilization VI — famous, expensive, 2.0 stars

It is the real Civ VI. Districts, civics, leaders, cloud saves to PC. New Frontier Pass is $29.99. Leader Pass is $19.99. Reviewers on the listing say the full pile crosses $120. They also say it asks the internet before a game starts, so it fails the offline test Unciv passes.

The 2.0 score is the story. Crashes, camera bugs, and a port that has not been patched since September 2025. Try the 60 free turns. If it runs on your phone, maybe pay. If it does not, you already have Unciv.

These sit on Hardcore Droid’s 20. We checked them so you do not have to bounce. We do not pad with wolf-pack village games.

Company of Heroes (Feral) — WWII RTS, pause-and-order wheel, tablet first. Same studio family as XCOM 2 and MEDIEVAL II.
Northgard (Playdigious) — Viking 4X-lite in real time. Shorter than Civ, prettier than Rusted Warfare.
Door Kickers — plan a SWAT breach, hit play. Real-time with pause. Old port, still the unique tactics toy.
Bad North: Jotunn Edition — tiny islands, last stand vs boats. Roguelike RTS. One mistake ends the run.
Rebel Cops — turn-based tactics from the This Is the Police team. Story-heavy. Save quirks; still better than a timer village.

We left Wolf Game and Primitive Era off. Those are live-service villages wearing a strategy label. Same reason Clash of Clans is not in the ranking.
